We were excited to organize the symposium near the beginning of a new millennium, but by
coincidence we were faced with a special difficulty in planning this event caused by new government
regulations on national laboratory-sponsored events. Special thanks go to Steve Dean and the Fusion
Power Associates for agreeing to sponsor this conference on short notice. We also want to
acknowledge the special contributions of General Atomics. It is important to recognize that
if fusion power is ever to become a real contributor to energy in the world, it will require
industrial involvement. Government laboratories are not going to build power plants. General
Atomics has both Magnetic and Inertial Fusion activities. As they are the only private
industry with such a program in the United States, it is most appropriate for us to meet in
their vicinity.
We have been pleased at the number of papers and the number of delegates signing up for
this meeting. At last count we expect more than 130 papers to be presented. Perhaps this
count is a reflection of the fact that even after so many years of small budgets, the
interest in Heavy Ion Fusion is still strong. It may also be a reaction to recent increases
in the HIF budget in the U.S. We now can look forward to renewed interest in forming
partnerships for international collaboration. To those of you coming from outside the
United States, we say "welcome" and ask that you join us in discussions of how to work
together for the advancement of Heavy Ion Inertial Fusion. We certainly have high hopes
that the weather and ambience of San Diego will contribute to a successful and memorable
13th International Heavy Ion Inertial Fusion Symposium.

HIF2000 Symposium will feature all aspects of heavy-ion-driven inertial
fusion for energy production. Oral sessions will be plenary, and will have
about twenty invited papers dedicated to overviews and reviews of recent
developments in the field. Contributed papers will be primarily presented in
poster sessions; however, a small number may be selected for oral sessions.
It is anticipated that there will be several invited papers in each of the
topic areas.
The HIF2000 conference proceedings will be published in a special
issue of Nuclear Instruments and Methods in Physics Research, Section A.
Papers for which the abstracts have been accepted, and
that are actually presented at the Conference, are eligible for
publication in the proceedings. The proceedings will contain two categories
of papers; one is invited papers with a page limitation of 7 journal pages,
and the other is contributed papers (orals and posters) with a page limitation
of 5 journal pages. Guidelines for preparation of manuscripts will be sent
to authors of accepted abstracts before the conference.
Manuscripts should be submitted by March 14, 2000, noon.
All manuscripts will be refereed.
